Why "sovereign" became the most abused word in enterprise sales

The word does four jobs in a modern datasheet and only one of them is true at a time. Data residency. Operational control. Legal jurisdiction of the operating entity. Ownership of the shareholder above it. A vendor claiming sovereignty is claiming one of those, and the datasheet will not tell you which.

The four questions

Where does the data sit, who can log in, which court can compel the company, and who owns the company. Ask them in that order and the fourth one is where the meeting gets short.

Sovereign is not a property of a data centre. It is a property of a corporate structure, and corporate structures change on a Friday.

What to write in the tender

Not "sovereign". Write the four answers you need and score them separately. The word will disappear from the responses within one procurement cycle, which is the point.
